What a beautiful observation. From the shape of the shell (and your description of slow movement); I was going to suggest it’s a pennate diatom. Although the internal morphology is a little bit puzzling. If it moves in a gliding manner (see here https://microcosmos.foldscope.com/?p=3500) that would be a big clue.

Can it be a rotifer? Frozen image as it was stretching to move. I think you can even recognise the mastax. Just suggesting.
I think @christina is absolutely right. The moment I saw the image again; it occurred to me that this is a rotifer. It’s just extending!
