Fibers from nature -4 (Amazing Weaving seen on Tulsi leaf)

I visited my friends’ place last Sunday. There I saw some wooly growth on leaves of tulsi. I plucked the leaves and brought them home to see the wooly thing under foldscope.
I was surprised to observe silk like fibres strongly entangled in a criss-cross manner. I pierced through the wooly growth and I was amazed to see woven patches of the fibre. I did not use any stain, but still I could see light greyish- blue neatly woven structures. I made numerous slides to observe, the insect that was weaving that fiber but could not spot it.
Can anybody help me identify the actual cause of such fibers?
